Server will not work on any port but 25565

I used the provided server tools to make a Java server. I have my 25565-25567 ports open but no other port but 25565 works to connect. I am certain I have the other ports open but attempting to use them will not allow me to connect to my server at all. I have used a port checker and it says it's open. Using 'localhost' on the computer to log in won't connect, I get "io.netty.channel.AbstractChannel$AnnotatedConnectException: Connection refused: no further information: "
