Powered rails blocking minecart when turned off

For my railroads, I am using powered rails that are not "turned on" with redstone for the brakes on a station. Since 1.14, it happens sometimes that these rails are stopping the minecart and preventing it to ride. Before, these rails were only slowing down when pussing W.
