Saturation Custom Potion Effect not working

The Saturation effect doesn't work as a custom potion: /give @p minecraft:potion{CustomPotionEffects:[

{Id:23,Duration:3600}

]}

However using the command works as expected: /effect give @p 23 3600

 This appears to be a reversion of MC-112389
