holding a bucket,standing at water, right click does not fill the bucket

when holding a bucket, I stand at the earth block next to water, and when I right click, no water shows up in the bucket.  This problem showed up after I was re-incarnated from getting burned up in lava.  I had a bucket of water, but couldn't dump it quick enough.
