Honeycombs do not appear from nests/hives when sheared

As shown in the video, when shearing a bees nest or bee hive with a honey level of 5, no honeycombs come out. I've tried this several times with both nests and hives, with and without campfires, and I still haven't gotten a single honeycomb. Am I doing something wrong or is this a bug?
