Bees get stuck on ceilings

I'm on a Minecraft SMP server on 1.15.1, I have bees in a cave set up, but they tend to get stuck on the ceiling even though there aren't any flowers or anything, just stone. I can pull them back down by attracting them with a flower, but most of them end up just floating back up.
