Steps to reproduce

A zombie hitting a villager is the best example of this, and Fire Aspect is the best enchantment to test this.

• Spawn in a zombie and give it an enchanted weapon (fire aspect)
• Put it in an enclosed area with a villager
• Observe what happens to the villager when hit
  It will not burn.
