/ key doesn't list commands

If you pull up the chat and type / it lists commands. However, if you press / before opening the chat, it pulls up the chat with a /, but doesn't list commands.

 

Here is chat pulled up and then / typed.

Here is just / typed without chat already opened.

The commands aren't listed for some reason.
