Frame Rate Spiking/Choppiness

Framerate feels choppy despite being 60+ FPS. Attached is a screenshot of my F3 menu, including the graph at the bottom left of the screen showing the spiking.

Looked around and could not find a solid answer. Any assistance is appreciated. Thanks!
