Blocks I mine underground (example: concrete maker) travel up through blocks and make their way to the surface

I was using a concrete maker and the concrete made its way up and to the surface. I thought this was just a small issue because of how fast you replace and place blocks, but then I was making a bee den and the blocks I mined also made their way to the surface. One Image is the blocks the made their way up, and the other is where I mined them. I think its a bug. I also upgraded this world from 1.14.
