When breaking blocks underground you see the rain particles i believe it only happens in 1.15

When breaking blocks underground you see the rain particles i believe it only happens in 1.15. I was collecting wood from trees and every time i would break a block i would see the rain particles. It would only be within like one or 2 blocks of the rain, so it didn't work like at y=11
