Fishing Rod Enchanting not working

The first enchanting option on enchanting for a fishing rod would not work. It had no enchantment description and when clicked on, did nothing. I was also playing on a server, if that has anything to do with it. In the screenshot it does not show my cursor hovering over the first option, but it is and not showing anything.
