Can't place name tags on villagers in forge

I'm not actually using 1.15 but it wouldn't let me choose anything else. I'm using forge 1.14 version of minecraft because I was using world edit to customize my village before I put myself in survival mode, but when I went to spawn villagers and tried to name them, I was unable to. I have tried sneaking and changing the gamemode from creative to survival. I had moved this world to 1.15 and then when i decided i wanted to fix something else in my village and switched back to forge, but when i did that it corrupted my world and i lost all of the edits i had made. I feel like it might have something to do with this issue, but im afraid if i start another world, i'll have to redo my village which i spent a lot of time on.
