Unable to 'Attack' or hit. Other people are able to attack/hit me but I seem to be blocked from doing so.

I am unable to 'Attack' or hit including hitting out at air. Other people are able to attack/hit me but I seem to be blocked from doing so. I haven't encountered this issue before. This issue started today. I have tried adjusting the settings but am unable to do so.
