Certain blocks unable to be placed on cactus

The bug

Blocks such as torches cannot be placed on cactus despite other blocks like end rods being able to be placed on top of cacti.

Affected blocks:

• Torch
• Redstone torch
• Lever
• Lantern
• Bell
• Snow
