followRange isn't working

followRange isn't working properly, has been bugged since 1.13.

 

If you use the command: {{/summon zombie ~ ~ ~ {Attributes:[

{Name:"generic.followRange", Base:100.0}

]}}}

The followrange for the zombie stays at around 32 blocks? instead of 100 that I set it to.

followRange is broken and is not working as intended.
