Villagers Raising Prices on Trades

I've been trading with villagers since 1.14 was released and I ran into this strange issue earlier where villagers are slowly increasing the price of an item as part of a trade. I don't know if this is meant to be or not but it seems like a strange change that I couldn't find in the patch notes.
