Pick block used on fish in survival mode does not cause the player to switch to a fish bucket

As spawn eggs cannot be obtained in survival, the next closest thing to a fish in the inventory would be a fish bucket. However, when using pick block on a fish, the player does not switch to holding a fish bucket even if one exists in the inventory.
