Particles don't Show underwater unless the player is underwater

for some reason any particle just gets hidden underwater when your outside of the water

now for some reason i couldn't send a video because of an "internal error" but its pretty easy to replicate.

make a bubble column or something that makes particle effects and you will see that there is something wrong

(i do have particles on all by the way)
