Empty Maps attempted to become real Maps in Creative Mode become a seperate item

Alright, so if I try to use an empty map in Creative mode, it will create a real map, but it will be a separate item. (I'll have an empty map AND a real map.)

Now, if I try to use an empty map in Survival Mode, the empty will become a real map like it is supposed to.
