Can't use purchased skin packs

I purchased a skin pack prior to the launch of version 1.14.0 on ps4, but it says its platform restricted and unavailable for use. I don't care for cross platform availability, I just want to use my paid for skin pack exclusively on the ps4. How can I use them, and if I can't then how do I request a refund?
