Game hitches every few mins in 1.15

We are vanilla SMP server that has been using Pre-releases for the last few weeks. Now going live to 1.15 we are finding the game hitches to a hault with placing blocks, typing in chat for several seconds every few minutes, this wasn't an issue in pre-releases.
