Resource Packs Menu - Background Error

From some time (maybe from version 1.8) I started seeing this bug in Resource Packs Menu. I always just ignorred it and thought that it will be fixed. But it was not, so I am writing this.

 

In version from 1.8 (I think) to 1.15 is background in Resource packs menu moved by 2 pixels, there is a line that indicates it. (Images below)
