Item frames are bright for a brief moment when placed

An item frame may often turn bright for a moment when placed.

What I expected to happen was...:

The item frame is at an appropriate light level when placed.

What actually happened was...:

The item frame turned bright when placed and then quickly went back to normal.

Steps to Reproduce:
1. Make sure you are in the dark; it is more noticeable.
2. Place an item frame in any direction.
3. Look carefully, the bug is very brief.
