Cannot enter boat

Cannot enter boat from the land or the water.

In Single Player mode I tried to drop and use a boat but when I tried to move onto the boat I just stood on top of the hitbox.  When I move fore and aft the avatar jerks a lot forward and back but cannot sit in the boat.
