extreme fps decrease when weather is rainy/stormy

Steps to reproduce

• Open up a completely empty superflat for maximum fps (completely void)
• Open up F3 and look at the fps reading
• Now switch weather to rainy: /weather rain
• Record the second fps reading

My readings were 110-120 fps (clear weather)
35-45 fps (rainy weather)
