Lag spikes when walking/running around or doing normal tasks such as placing blocks or just standing still

The game just freezes every couple of seconds when playing the game. This issue is a lot stronger when I am walking/flying around. Placing and breaking blocks also causes this issue. This also happens when I lower all the settings to the bare minimum.I testet this in almost all versions between 1.12 and 1.15 since 1.12 was the first versions where i noticed it 1.13 only made this more stronger.
