/effect will not work with command blocks

I was using command blocks to make my adventure map and then when i told a command block to do effect 1 10 3 it did not work i tried multiple varients of the command but it still did not work. I have already put this up but my computer deleted the text by the time i had managed to retype it it had been closed. :L
