The bubble popping particle and sound were missing when the upwards bubble columns rise out of the water

This bug should have been fixed under so many conditions, from right when 1.13 was released, to when 1.14 and its minor versions were released as well, to when in turn the development versions of 1.15 were released, and nowadays it is still still still not able to be fixed at all. I wish all the developers were to figure out a way to fix it right away.
