When respawning the player respawns in different locations regardless of world spawn

The Bug
When dying and respawing the player will respawn at random locations near the world spawnpoint but not at the world spawnpoint.

Replicate

• Spawn in a new world
• /kill yourself
• Notice how you spawn in a different location from the base world spawn
• do /setworldspawn
• /kill
• Notice how you spawn at different location from the world spawn
