Player hunger bar not visible when riding a horse

The player's hunger bar cannot be seen while riding a horse as the horse health UI replaces it. This is not sporadic, every time a player mounts a horse they cannot see their hunger bar and have to dismount to view it.
This is not a duplicate of MC-13662 because I can see all of the UI but the player hunger bar.
