Bees are trapped in older hives, and those hives don't produce honey

Since updating to 19w46a, the bees are trapped in their hives, and the hives produce no honey.  New hives work for a while, and then start to fail just like pre-existing hives. Every 30 seconds, during the day, the bees seem to try to pop out, but go right back in.  There is also a splash sound, like the hive is producing honey, but it doesn't.  I'll attach a screen capture showing the bees piping out and back in: CrazyHives.mp4

Shears have no effect on these hives.

Nests don't appear to have this problem, nor do brand new hives (for a while).
