Bubble Particles Not Rendering Properly When Not Inside Water

What I expected to happen was...:
To see the bubble particles from soul sand and magma blocks normally

What actually happened was...:
The particles not rendering unless I'm inside the water.

Steps to Reproduce:
1. Create a water elevator
2. Place the soul sand/magma block
3. Enjoy your bug!
