Block breaking can be delayed by dropping/throwing the tool while breaking a block

The bug

If you start to mine a block and drop the tool while continuing to break the block, the block won't break and drop. However, when you pick up the tool again, the block will disappear and drop. If you select another pickaxe the item will drop as well.

To reproduce

1. Start mining a block with a tool
2. Drop the tool while mining, but continue to mine
3. Finish mining
   → The block does not break or drop
4. Pick up the tool again
   → The block breaks and drops
