Empty bee hives and bee nests drop as an item when being broken in Creative mode

The bug

When a bee hive or bee nest is broken by a player in Creative mode, it always drops as an item. However, this seems inconsistent with the way shulker boxes work, which only drop if they're not empty. Also, there's no reason for the nest/hive to drop when there are no bees in it.

To reproduce

1. Be in Creative mode
2. Place a shulker box
3. Break it
   → It does not drop
4. Place a bee hive or a bee nest
5. Break it
   → It does drop
