Villagers are not gaining jobs

I have encountered this glitch on multiple world's. I keep finding villages with most nearly everyone unemployed while there are plenty of job blocks. I've placed some more and the job block shows the particles that it is claimed but no one claims it, it's getting annoying at this point as I can't not trade with anyone
