Some debug commands work inconsistently for certain keyboard layouts

The bug

Some debug commands work inconsistently for certain keyboard layouts. For example, Fn + F3 + G toggles the chunk border debug overlay, but Fn + F3 + B does not display entity hitboxes as it should.

Affected commands

F3 + B - shows entity hitboxes
F3 + D - clears chat
F3 + I - copies server-side entity data to clipboard
F3 + T - reloads resource packs
F3 + P - pauses on lost focus
F3 + Q - shows F3 command list

Original description

whenever i press f3 + b it just sneaks for a second and nothing else happens, but every other f3 function works perfectly.
