Dungeons almost not generating

Unless there is some change in the algorithm, Dungeons are almost not generated compared to 1.14.4

 

I regenerated my world using my seed to see what it would be like if i restarted my world in 1.15 I then whent to check on the spawners only to notice none where created.

 

After looking around in spectator mode for about 20 min I only found 2 dungeons.
