launchwrapper-1.12.jar is missing

I have been trying use Minecraft Forge for a while now and it really bugs me how everytime I try to use it, and an error pops up. I have tried different versions of Forge and so far, 1.14 and 1.12 are the only ones that don't work. I have tried a modpack on Twitch of 1.12 (no luck) and 1.7.10 (which somehow works).
