Creative mode wouldn't float down water

What I expected to happen was...:
When I stopped flying in creative mode I expected the water to slowly let me down the waterfall

What actually happened was...:
I stopped flying in creative mode and jumped into the water, and my character just froze, but I could still move side to side, it just wouldn't lower me.

Steps to Reproduce:
1. Put yourself in creative mode
2. Make a waterfall
3. Get into it and stop flying
