Barrier block in inventory and in hand got a black/not transparent background

Maybe should be added that it affects both Vanilla texture packs.

As the title says and the screenshot shows.

Hasn't been in 19w40a.

It affects both the new textures, as well as the "Programmer Art" texturers, albeit they look differently.
