Phantoms and Bees arn't effected by Potion of Slow Falling

The Bug
When Splashed with a Splash Potion of Slow Falling Phantoms and Bees aren't effected when they fly down from a high place.

Replicate

• Spawn ether Bee or Phantom
• Splash a Splash Potion of Slow Falling on them
• Have Phantom swoop or Bee fly down
• Watch them go at normal speeds
