Pillagers without crossbows have no arms

Whenever you spawn in pillagers without crossbows or via wearing out their crossbows durability, they just have no arms whatsoever. For creative builds with weaponless pillagers (ex. prisons) you just have armless pillagers, which just ruins the aesthetic.
