Food does not drop from a campfire when it is put out with a shovel/water bottle

The bug

When a campfire has food on it and is put out with a shovel or a splash water bottle, the food does not drop and stays on the campfire. If the campfire would be put out with a bucket of water, the items would have dropped.

To reproduce

1. Put on a campfire
2. Place food on the campfire
3. Put out the campfire with a bucket of water
   → The items drop from the campfire
4. Light the campfire again
5. Place the food on the campfire
6. Put out the campfire with a shovel or a splash water bottle
   → The food stays on the extinguished campfire
