Water Bubble Particle Glitch

Bubbles do not appear out of water. If the player is standing out side of water, and there should be a bubble particle (ie. a bubble column or an arrow traveling through the water) the effect does not show up. This does not happen when the player is in the water, but out side of it is a whole different story.
