Beacons don't work in 13w21a?

I have a beacon in my world that i placed in on minecraft version 1.3.2. when i logged on, my beacon didn't give me a speed 2 boost. I tried breaking and replacing my beacon but it still didn't work. In my inventory it said I was getting the boost but I wasn't. The beacon beam was showing as well.
