Casting issue: Particles emitted by end gateways gravitate to a point that loses precision at high coordinates

If an end gateway block exists at very high coordinates, the particle effects it produces go towards a point that is at the corner of or can even be outside of the block itself.

Currently waiting for more information before requesting this either be merged into MC-76810 or kept separate.
