Casting issue: Brewing stand particles are emitted far from the brewing stand at high coordinates

When at high coordinates (especially beyond 16777216), particles that are emitted by the tops of brewing stands are instead emitted offset from the block.

Currently waiting for more information before requesting this either be merged into MC-76810 or kept separate.
