Villagers won't take a profession even standing directly next to a work station

*What I expected to happen was...:*when i spawned in a villager directly next to a work station, i expected the villager to take on that profession

What actually happened was...:

rarely would they take it on, or it took nearly 60 seconds. most didn't take on the profession
