Programmer art banner pattern textures have not been updated to the new resource pack format

The bug

As of 19w38b (or officially, 19w39a), the banner pattern textures use their alpha channel instead of relying on brightness in order to render on top of other patterns or a plain banner. That change has not reached the programmer art resource pack yet, causing banners to render properly if it is applied.
